Federation Capital Command is a public decision-accountability protocol for on-chain capital.
FCC is designed to publish consequential judgments before outcomes are known, preserve the evidence and reasoning that produced them, invite adversarial challenge, and score the result publicly.

FCC's Filing Log publicly records when assessment-specific work begins.
A filing-log entry must precede substantive evidence retrieval, analysis, model work, drafting, scoring or judgment formation.
No filing-log events have been recorded.
A registered ID is not a prediction. It is proof that the work boundary was crossed publicly.

Outcome and process are scored separately. A conceded claim can be an outcome miss and a process success.

C1 remains schedule-declared with execution authority absent until this reconciliation is public, the corrected rerun infrastructure is hash-pinned, and a new single-use owner authorization is separately recorded.
Epoch 2: Method v0.3 ratified awaiting cutoff; intake has not run; candidate-slate.v2.json holds placeholders; calendar dates unfrozen. freeze_status becomes VALID only once intake has actually run under v0.3 (populated non-placeholder slate satisfying §4A′) and calendar dates are frozen — neither is authorized yet.
