Federation Capital Command is a public decision-accountability protocol for on-chain capital.
FCC is designed to publish consequential judgments before outcomes are known, preserve the evidence and reasoning that produced them, invite adversarial challenge, and score the result publicly.

A filing-log entry must precede substantive evidence retrieval, analysis, model work, drafting, scoring or judgment formation.

Epoch 2: Method v0.3 ratified awaiting cutoff; intake has not run; candidate-slate.v2.json holds placeholders; calendar dates unfrozen. freeze_status becomes VALID only once intake has actually run under v0.3 (populated non-placeholder slate satisfying §4A′) and calendar dates are frozen — neither is authorized yet.
